Insurance Portal publishes an update of its Ranking of Property and Casualty Insurance Distribution Leaders in Quebec. Some 40 large distributors contributed to this ranking by providing us with the requested data as of December 31, 2025.
For reasons of their own, some companies that supplied the requested information for previous rankings choose not to do so when we update the ranking. This was the case this spring for the brokerage Langelier Assurances, based in Saint-Hyacinthe, which asked to no longer appear in it.
Two of the companies included in this ranking operate both a brokerage and an agency that offers the products of a single insurer exclusively. Because these companies declined to provide separate data on how their premium volume is split between the two distribution channels, the combined total of both channels is used for the purposes of this ranking.
A surprise
One surprise in this update: the brokerage ESSOR Insurance changed the way it presents its premium volume, which moves it into first place in the Quebec market, ahead of BFL Canada.
ESSOR now appears in the ranking as Groupe financier Essor (GFE). This holding company now includes the P&C premium volume of businesses distributed through the brokerage EgR. That brokerage had asked to no longer appear in the previous ranking, whose data were updated as of June 30, 2025.
When he sent us the year-end 2025 data last April, ESSOR president Michel Duval told Insurance Portal: "We decided to group under GFE all the P&C insurance companies in which we hold a majority interest, including ESSOR and EgR." At the end of 2024, EgR reported a premium volume of $375 million.
GFE's subsidiary Essor Assurances placements conseils also acquired the brokerage Paré Assurances et services financiers, based in Saint-Jean-sur-Richelieu, in March 2026. This will add a few tens of millions of dollars in premiums to the group as a whole in the next update and push it past the $1 billion mark.
Stability, or nearly so
The other major P&C distribution firms in Quebec kept their positions in the ranking compared with the previous edition. The only notable change: the brokerage Assurancia Groupe Tardif moved up to 11th place, level with Vézina Assurances, the two now showing the same premium volume.
Together, the premiums written through these 40 companies totalled $7.2 billion in P&C insurance in Quebec as of December 31, 2025.
In this ranking, three brokerages that appeared in previous rankings did not send updated figures for the end of 2025, despite several reminders from Insurance Portal. Their names are followed by a superscript 2.
Several brokerages in this ranking made acquisitions in 2026. The figures as of June 30, 2026 should show the impact of these acquisitions on their operations.
This is notably the case for BC Assur, which acquired the portfolio of Frédéric Côté Assurance, a broker based in Métabetchouan–Lac-à-la-Croix.
Also in the Saguenay–Lac-Saint-Jean region, Tremblay Assurances acquired the brokerage Cantin Gagnon Assurances in early 2026 and is now named Tremblay Cantin Assurances.
Executive file
In the file reserved for EXECUTIVE-level members, subscribers will find all the information provided by the participating companies. Two lines were added during 2025 to the questionnaire that Insurance Portal sends to companies.
When the information is available in the Quebec Enterprise Register (REQ), we now include the names of the company's ultimate beneficiaries. This clarifies the links, where there are any, between the distribution firm and an insurer or another financial institution.
We also report cases where the Autorité des marchés financiers (AMF) indicates in its registers that the company concentrates its personal lines volume (auto and home) with a single insurer, as set out in the Regulation respecting the distribution of insurance (property and casualty).
