In Ontario, the Financial Services Regulatory Authority of Ontario (FSRA) announced recently that Durham College, which administers the Life License Qualification Program (LLQP) exams on behalf of FSRA and other regulators, will cease offering online exams in that province, they say, to strengthen exam security and integrity.
“Online exams will be discontinued (in Ontario) effective July 1, 2026 to combat misconduct and cheating,” the regulator stated. “Accommodations will continue to be in place, including for candidates facing distance-related limitations.”
The criteria and process for test takers who meet specific geographical criteria will be outlined in Durham College’s terms and conditions once the transition to in-person exams takes effect.
“Exam policies, including delivery format, are set by each provincial or territorial regulator,” a Durham College representative wrote in response to the Insurance Portal’s inquiries. “Processes in other provinces and territories where Durham College administers the LLQP exams remain unchanged.”
Durham College currently administers LLQP exams on behalf of regulators in Ontario, Saskatchewan, Yukon, Northwest Territories, Nunavut, Prince Edward Island, Nova Scotia, Newfoundland and Labrador and New Brunswick.
FSRA says it continues to see instances of misconduct in online exams. “Most instances of cheating or misconduct are identified and addressed by Durham College before candidates proceed to apply for a FSRA license. In such cases, candidates may be offered an opportunity to rewrite the exam in person or may be disqualified. Moving to in-person exams is a proactive step to further reduce these risks and maintain confidence in the exam process,” the regulator’s representatives tell the Insurance Portal.
“Online LLQP exams were introduced as a temporary measure during the pandemic. Returning to in-person exams aligns Ontario with jurisdictions where lower instances of misconduct have been identified.”
