Life accident and sickness insurance agent, Xin Tian (Christine) Lou, sanctioned by the Insurance Council of British Columbia for being short 45 continuing education (CE) credits over three years, has earned a lesser penalty than the threshold amount, thanks to Lou’s cooperation in the case.
All told, Lou was ordered to pay $1,500, ordered to complete remedial education and ordered to complete the outstanding 45 credits, discovered during a routine audit by the council, by October 2025. The amount ($500 for each year Lou was without sufficient CE) is half of the $1,000 threshold ordered under other circumstances. The council also declined to assess costs in the case.
“In this particular instance, the licensee’s cooperation and assistance in expediting the investigation process are important factors to consider when determining if costs should be assessed. In these circumstances, council has determined that no costs be assessed against the licensee.”
Mitigating factors in the case include that Lou accepted and acknowledged the breaches, accepted that remedial action was warranted in the case and cooperated with the council’s investigation. “Council did not identify any aggravating factors,” the intended decision in the case adds.
In addition to the fine and 45 outstanding CE credits, the council also ordered Lou to complete the Council Rules Course for Life and/or Accident & Sickness Insurance Agents and the Continuing Education Requirements & Guidelines course by October 22.
